Comment:

 The following is based on the *observed bandwidth*:

 Latest consensus (`valid-after 2018-10-24 13:00:00`), if we bump the
 minimum required bw to what the patch does (1024000 bytes that is 1000KB
 or 8mbits) then **2015** relays would loose the Fast flag which is
 literally a third of the network...

 I've ran the number in steps of 50KB starting at 100KB (last value is the
 number of relays not being voted Fast anymore):
