I recalled that at least at one time moria1 scanner ran on a 100mbps link:

Perhaps this is the cause of the instability observed, particularly
because instability is most prevalent for the fastest relays (see
attachments).
Perhaps an upgrade of the NIC or migrating to a faster system with 1gbps
interfaces will reduce the erratic measurements? Checked now and extreme
pid_deltas in fast slices continue.
