I see that tier 1 languages are determined by the number of times the
browser is downlaoded with a certain locale. That does not seem like an
accurate means of messureing to me. The infromation we should be useing is
"Which language do users want" not "Which language have users settled for
in the past".
If the Tor Project webpage has not been localized, the download link will
by default be in English, even if the Tor broser itself is available in
that locale. That means the metrics are thrown off, if the downlaod page
was translated to a visitors own language, he is likely to simply pick the
default while he could just as well have taken the English version. The
language now seems to get downloaded much more, but that is partly just
due to conveignience.
Conclusion:
The languages for which the download page have been translated will also
get more downloads of the Tor broser in that language, thus making the
language seem more important than other languages. This could be resolved
by modifying the default download url and offering the Tor browser in the
locale of the visitor instead of in English despite the avaialbility of a
translated download page.
