 We got a report on our
 [https://blog.torproject.org/comment/284375#comment-284375 blog] that
 seems to indicate rulset updates want to get access to cookies/storage but
 get blocked:

 blocking all third-party storage access requests and content blocking is
 enabled. _generated_background_page.html

 Might be worth figuring out whether that's "just" noise or an actual issue
 and fix it either way.
