Comment:

 For HSv3, we have #32020 that should help fix this problem.

 After looking at #21084, I doubt this would be the problem because once
 the circuit opens, we attach the pending connection to the circuit.
 Another call to `has_opened()` will not trigger more INTRO cells since the
 client connection(s) aren't in the pending list anymore.

 Closing in favor of #32020 and possibly #15618.
