Comment:

 I just reproduced.

 The first trouble is that ides doesn't have the Fast flag (because it
 advertises a low bandwidth value so people will leave its bandwidth for
 authority-related tasks), so it isn't suitable as the entry hop.

 And moria1 is actually 128.31.0.34, even though it listens on 128.31.0.39
 to trick certain censors.

 So if you filter 128.31.0.34 then you will end up with no nodes left.

 It's possible that one or both of these particular relays were down at the
 time of the earlier test. In any case, it's kind of a weird irrelevant
 edge case. I'm going to close.
