We're making progress on the subtickets.
Does this patch need reworking to be compatible with the other consensus
methods that got invented in the meantime? Perhaps we should combine the
next consensus method number with the "require a minimum number of votes
about "a" lines before believing them" plan that ln5 and sebastian raised
re consensus method 14?
