 Okay, I'm mostly satisfied with this as of the latest commit (e427b8368445
 I think).

 One issue: In the "no taps? Try ntor" case, I believe we should increment
 recently_chosen_ntors for correctness.  Other than that, I call this
 merge-okay.

 Iang: once I am back on the real internet and can search around better to
 make sure such a ticket doesn't already exist, I want to open a new ticket
 for that stuff.  Andrea's work-in-progress code for her
 parallel_relay_crypto_rebase_2 branch might have something repurposable.
 So might some code Mark Ellzey did for his libevhtp helper lib. I think
 the overhead in cycles is still minor in comparison to the handshakes, but
 the latency could matter.
