What exactly did you change?
I'm asking, because last time I looked (which is 1+ year ago), each
bandwidth authority started four tor clients. Did you turn all four of
them into relays? (I can only see three relays in 128.31.0.0/24 in the
consensus.) Aren't there limitations for the number of relays on the same
IP address?
