I ran into this issue today, and not knowing which add-on would cause it,
went through disabling and re-enable all my add-ons one by one and
restarting Thunderbird each time (that's after noticing it is fixed by
starting in --safe-mode, hotting F8, starting in --safe-mode again).
I also got in touch with the kind and helpful folks at irc.mozilla.net's
#thunderbird, one of whom suggested:

Personally I don't feel qualified to file this change request. I'm re-
opening this bug, now, just for you to re-evaluate whether or not to file
this change request (otherwise we do have a work-around for now, which
isn't great since it comes with a privacy impact but it's okay I guess).
