Comment (by arma):

 Surviving the hup but not using what's in the torrc file produces even
 more surprise in users (once upon a time we tried that).

 The right answer is to use --verify-config to see what Tor would think of
 your new config, before actually hupping it. Take a look at how the deb
 init script does it.
