Comment:

 Thanks for the advice.  However I'm already running Tor as a non-
 administrative user, and it doesn't matter where the browser is installed
 to (I tried in Documents and Desktop).  This behavior still occurs.  I
 would have to argue about the 'not a bug' status.  I can duplicate this on
 several different machines.
