 I think it's better to place this patch to `torbutton_send_ctrl_cmd`.
 Which is called yet by `torbutton_local_tor_check` on start-up, it's
 better to exclude any possible hangs could be triggered by Torbutton, and
 investigate #10804 from scratch.
