 I still don't think we should do it (merge the hs and relay side fixes):
 It adds complexity, the failure mode is not so bad (hidden services mostly
 worked, and the situation improves quickly as the majority of users
 upgrade), and the "I get to learn if you're on bigendian" changes to "I
 get to learn whether you're on littleendian and haven't upgraded".
