This isn't quite true -- it indicates that we've sent the introduction
attempt (i.e. an ESTABLISH_INTRO cell). We could get a NACK response from
the intro point, meaning "the hidden service you asked me to introduce you
to didn't have an intro circuit open to me, sorry". If we want to know
that we've gotten confirmation from the introduction point that it has
received the client's introduction, we could look for a transition to
HS_STATE=HSCI_DONE.
