The partial rule for CNBC ("CNBC - partial") breaks the controls for the
Flash object video. With the rule enabled, the flash video appears and
starts up, but does not contain the controls, and there is no way to pause
the video
Using HTTPS-Everywhere 4.0.1
Disabling the rule allows the control panel to appear
