 I see this mentioned for obfs2/3/4 pluggable transports in documentation
 but exactly does "look-like-nothing" mean? Does it mean it looks like
 regular clearnet traffic? What would someone who inspects the traffic like
 an ISP consider this type of traffic? Is it obvious to them that traffic
 has been scrambled/randomize?
