Gentoo apparently has special snowflake OpenSSL > 1.0 that is missing ECC
support unless explicitly enabled. Since we only check the OpenSSL
version and not if ECC support is present, the build fails at `make` time
rather than `configure` time.
We should fix this so it fails earlier rather than later.
