 My tor hasn't sent anything to the network for 15 minutes, but it keeps
 telling me `Application request when we haven't used client functionality
 lately. Optimistically trying directory fetches again.`

 My laptop was asleep, and when I woke it up, Tor tried to connect to the
 network a few times, and then ended up in this state.
