Brave is on track to ship a Tor client with every Brave user, by default,
so that the Tor client is ready and waiting if the Brave user happens to
ask for private browsing mode and happens to ask for the Tor variant of
it.
So some feature like the one in this ticket is sure going to start looking
smart for us.
The exciting catch for the Brave scenario is that they actually want to
start the Tor client preemptively, and have it on and warm, so the user
experience when they first switch to using Tor is a good one. So for that
case we're going to have to invent something smarter than "have your Tor
go to sleep anyway", since they'll want to find a way to disable that,
etc.
