For reference, I just submitted
https://bugzilla.mozilla.org/show_bug.cgi?id=1489903 to address
privacy.resistFingerprinting=true causing general.useragent.override to be
ignored.
Personally, I think TBB should send a Windows User-Agent from desktop
browsers and Android from mobile, since it strikes a good balance between
feature detection and a minor benefit to fingerprinting resistance.
Regardless of the TBB default, I think users should be able to override it
by configuring general.useragent.override for themselves, since they may
have specific reasons for doing so.
