Comment:

 First of all, users can still access the New Identity functionality e.g.
 with Ctrl+Shift+u. The menuitem moved into the hamburger and the File
 menu.

 But, yes, I agree, we should not have removed it until we have a solid
 story to tell as to where it moved. #27663 adds it again for the time
 being until we have our security controls redesigned. (Duplicate of
 #27663)
