 I like this idea.

 And users from censored networks probably can't access our documentation
 because Tor Project main domain would be blocked too and I don't know if
 we have mirrors for tb-manual and support.tpo.

 So this offline page could have:

 - Some troubleshooting instructions - https://tb-manual.torproject.org
 /troubleshooting/
 - What are bridges and how to get Bridges.
