 When we developed the onion service circuit setup obfuscation, it was
 helpful to instrument Tor with log messages that told us when padding and
 non-padding cells were sent.

 This same kind of instrumentation would be useful for a trace simulator,
 but we should do it at the circuit padding cell event callback layer, so
 that it can be used separately from Tor.
