is the resulting patch (which is on top of the patches for #31538).
The patch looks good to me. I merged it to master with commit
17c61f4b647f0e0bf759d78ad49520770914524e.

Yes, it doesn't look like it is possible to disable pthread without
rebuilding gcc. I'm leaving this ticket open until the ticket to switch
`tor` to mingw-w64-clang is created.
