Oops. Pre17 didn't respect byte-ordering. This release breaks backward
compatibility again. Sorry :)

Note that 'make install' will clobber your torrc, so back it up if you've
changed it.

Improvements since 0.0.2pre17:

Bugfixes:
  - Fix endian issues with the 'integrity' field in the relay header.
  - Fix a potential bug where connections in state
    AP_CONN_STATE_CIRCUIT_WAIT might unexpectedly ask to write.
