*** NetCipher library updated (v1.2) ***

We've also updated our NetCipher library to support the update Intent
API in Orbot that supports background starting, improved status messages
via broadcasts and more. NetCipher also includes clearer code for
support HttpUrlConnection proxying, TLS socket hardening, and has been
re-organized a bit for clarity.
