I'll add that a cypherpunk has been testing a very simple patch
implementing this behavior for a few months and not seen adverse
effects: https://trac.torproject.org/projects/tor/attachment/ticket/5915/tor-optimistic-data.patch
(Although I propose to not include the error page component.)
