the cvs repository changed

I finally got around to moving all the stuff out of the top-level dir
of the cvs repository. So now there's a tor/ directory that has all
the previous stuff. This means when you checkout, you checkout 'tor'
rather than checking out '.'. It also means that if you had any changes
in your sandbox, then I am sorry for you. (But all is not lost; diff is
your friend.)

It probably also means your current sandbox is all broken and you should
throw it away and check out a new one.
