A horrible idea Isis and I came up with was standing up two or more
tor servers with the same keys, on an anycast-ed IP address. I'm not
sure how the meek backend works, but if it's not set up already to
support round-robining, you would likely be able to trick it into
doing some by duplicating keys and doing DNS round-robining or other
networking-layer tricks.
