new rsync-mirror (beme it)

Hello all,

I decided to offer an extra rsync-mirror for the website and the
dist-folder because no mirror in the list is offering one anymore.

website: rsync://tor.beme-it.de/tor
dist-folder: rsync://tor.beme-it.de/tor/dist

The mirror is syncing with the main mirror (rsync.torproject.org) every
hour. I think this should be enough?

And I have an additional question: Why isn't the country code "de"
displayed for my mirror in the list? Can I do something to make the
script recognize it?
