Atlas is a JavaScript application that gets all the data from Onionoo
[1] backend. And Onionoo in its turn gets [2] data from MaxMind's GeoIP
database [3].
Thus it's as reliable as MaxMind GeoIP is reliable. Agree, it's not
godd. Current status of this (or closely related) issue you can track at
#19437 [4].
