The link[2] for opening the ticket seems broken, so here I am. We have changed how fallback directories are choosen and sadly failed to update the Gitlab Wiki (we'll get on that). It doesn't require intervention from operators anymore as we pick them randomly from the list of relays that match a series of criteria (uptime, stability, ...).
