Most likely your relay opted not to advertise its DirPort, for
example because you have AccountingMax set.

Look for a "notice" level log line on startup that says something like
"Not advertising DirPort (Reason: ...)"

If so, this is fine and normal -- your relay is saving its bandwidth
for the more important uses.
