FJTR, the service actually runs this:

| weasel@orinoco:~$ grep verify /lib/systemd/system/tor@default.service
| ExecStartPre=/usr/bin/tor --defaults-torrc /usr/share/tor/tor-service-defaults-torrc -f /etc/tor/torrc --RunAsDaemon 0 --verif -config
