No, Tor does not download URLs in torrc options.
That could cause all sorts of security issues.

or via a include ?

1. Install a version of tor that supports "%include".
2. Download the file every day using a script.
3. Configure your torrc with:
%include tornull-bl.txt
4. Every time the list changes, HUP your tor.
(logrotate HUPs tor daily, so you might not need to do this)
