[tor-relays] Regarding linux-tor-prio.sh script

Hello,

Tor repository contains the following script, that has not been updated
much in last 10 years or so:

https://gitweb.torproject.org/tor.git/tree/contrib/operator-tools/linux-tor-prio.sh

Do people still use? Is it safe to remove it from the repo?
