Thank you very much for your
description of how it works and the
references to the specifications.

More and more I've come to realize
one should start there.

Just tested it again the same way except using
obfs3 and the self-reported bandwidth from

   getinfo dir/server/authority

shot from 60 Kbytes/sec to 950 Kbytes/sec
instantantaneously.  Will show up in
Atlas shortly I presume.

Based on the description you provided
this seems sane enough.
