[tor-relays] Fallback Directory Mirror changed

[cxx <tor@cxx.rocks>]

Hi there, 

took a while longer than expected, but my relay has now moved to a new IP 
address, it's running on 37.157.255.35 now, so it could be re-added to the 
list.
