[tor-relays] Upload and download data usage do not match

Hi,

I've set up my relays as obfuscated bridges and when I run arm, I see that there's been ~100MB of data downloaded but only ~20MB of data uploaded.
Is it the desired behaviour, or is there a config issue on my side?
