Tor uses the IPFire Location database for geolocation, not WHOIS.
Yours is confirmed wrong:
$ dig +short TXT 25.201.180.38.cc.location.ipfire.org
"NL"
File a bug report at https://bugzilla.ipfire.org
with:
Product: Location Database
Component: Database
Summary: IP range resolves to incorrect location - Tor Metrics
(NL instead of JP)
Attach your WHOIS output for 38.180.201.25 and a traceroute
showing the last hops landing in Japan. The more evidence the
better. Once they fix the DB, Tor metrics will update within a few
days.

Hey all,
Can someone explain me what's going wrong here? Tor metrics says my node
is located in the Netherlands, however when I do a whois on my IP it
says it's located in Tokyo, Japan (which it should be).
