As Tom said, those competent enough to run tor in a VPS can be trusted to be competent enough to edit torrc to allow exit (and apply an appropriate policy). A naive, or new, tor user should not be bitten by a default exit. As I believe Gordon M said earlier, that is a serious "WTF?"
