Better to use tor-talk for such questions.
But I think that I know the answer. The DisableNetwork option in Tor can
get wedged on (value 1) if connections to directory servers are failing.
So first I'd try deleting Tor browser folder and starting fresh. If that
doesn't work, try using bridges.
