("Command Prompt") https://www.torproject.org/download/download.html Windows doesn't ship with any OpenPGP implementation by default (AFAIK), so verifying the signature will be a bit of a pain. You could use a Windows OpenPGP implementation. E.g. Gpg4win, wingpg. But the issue is; how do you then verify the trust of that binary. You get the idea. Or, you can run the Windows Subsystem for Linux.
