It has been reported in the Trac ticket that the problem might be related to
bandwidth limiting. And indeed, of five relays that I run, only one turned out
to be affected by it, and it is the one which had RelayBandwidthRate set. Heads
up to remove your limits (possibly replace with Accounting*) if you want to
stay on 3.4.8 and workaround the issue while it's being fixed.
