Is this a relay? If so, which one? What version of Tor does it run? What
torrc options have you chosen? What else do the logs say?

One possibility is that something on your internet connection is
intercepting and messing with outgoing requests to port 80. If that's
the case, you'll need to figure out what it is, because it might be
making that network location unsuitable for running a proper relay.
