I believe I remember reading it was based on an average 10 second burst rate, but in what direction is the connection initiated? That metrics is not overload related but I talked about advertised bandwidth in a previous mail.[1] I suppose that one helps answering your questions (at least apart from the why only 4MB/s one)?
