It transparently proxies all apps running in Tails through Tor. All UDP is either sent through i2p or dropped.

In general, our thoughts on transparent proxying on Windows fall to the
"tor network adapter" model. Openvpn does this just fine. One of the
complications is handling all of the non-TCP traffic. Should a 'tor
network adapter' just drop non-TCP? Should it tunnel udp in tcp? if so,
what unencapsulates udp over tcp on the other end?

And getting a 'tor network adapter' correct requires skills we don't
currently have. If some talented Windows network coder wants to try,
lots of people would love it. coderman tried with his 'torvm' idea,
