one thing makes me wonder: the program in my tor folder (windows) is
named tor_resolve while the syntax description reads tor-resolve ...
Anyway, I have to type tor_resolve (tor 0.1.0.12 windows). On my Linux
box (where the server is running) it's called tor-resolve. Just look
what's right for you
