If you want all of that, then you basically have two options:

1) Roll Your Own option: use the beta Guardian ROM for Android:
http://guardianrom.com

You will have to buy your own Nexus phone, and learn how to install roms
yourself. There is no guarantee about hardware level security, as your
are buying a consumer device.

2) Premium option: Buy a Cryptophone:
